The title on a property decides how safe your investment is. Here is a plain-language guide to the documents you will hear about most often in Lagos.

Certificate of Occupancy (C of O)

Issued by the state government under the Land Use Act, a C of O confirms the holder’s right to occupy and use the land for a stated term. It is one of the strongest titles you can hold.

Governor’s Consent

When land that already has a C of O changes hands, the transfer must be approved by the Governor. The Governor’s Consent registers you as the new legitimate holder.

Excision and Gazette

Excision releases a portion of land from government acquisition to the original community or family. A Gazette is the official publication of that release. Land with an excision or gazette can be sold, and buyers then process their own title.

Deed of Assignment and Survey Plan

The Deed of Assignment transfers interest from seller to buyer; the Survey Plan defines the exact boundaries. Both must match the records.
